    \r\n APPROVAL PROCESS OF INVESTMENT PROJECTS
    \r\n
    \r\n IN THE DEPARTMENT OF PLANNING AND INVESTMENT Dien Bien
    \r\n
    \r\n 1. Subjects: Capital budgeting, capital budget management, ODA.
    \r\n
    \r\n 2. Reception: Office of Planning and Investment, to receive investment projects (with receipts).
    \r\n
    \r\n 3. Project Profile reception:
    \r\n
    \r\n             3.1 Profile of project evaluation process include:
    \r\n
    \r\n               - Statement by the investors: Form in Appendix 01 attached to Circular No. 14/2/2007 02/2007/TT-BXD the Ministry of Construction
    \r\n
    \r\n - Written approval of construction plans for projects not included in the construction plan
    \r\n
    \r\n - Opinion of the competent authority (if any)
    \r\n
    \r\n - Written confirmation of the ability to raise capital project appraisal document of loans held for financial plans, repayment plans and capital supply (if the project uses part of the loan)
    \r\n
    \r\n - Investment projects (including the notes and project design basis documents)
    \r\n
    \r\n             - The necessary documents: Document Approval; certificates of land use rights or documents related to the land use measures and compensation plans, the release (if any).
    \r\n
    \r\n             - Quantity: 05 sets
    \r\n
    \r\n             3.2 Profile of appraisal-KT KT report include:
    \r\n
    \r\n               - Statement by the investors: Form No. 05 in Appendix attached to Circular No. 14/2/2007 02/2007/TT-BXD the Ministry of Construction
    \r\n
    \r\n           - Economic Report - construction engineering including design notes and drawings (content specified in paragraph 4 of Article 35 of the Construction Law).
    \r\n
    \r\n             - The results of the evaluation design and construction drawings of the estimates.
    \r\n
    \r\n             - The legal documents related:
    \r\n
    \r\n             + Certification's ability to raise capital project appraisal document of loans held for financial plans, repayment plans and capital supply (if the project uses part of the loan);
    \r\n
    \r\n             + The necessary documents: Document Approval; certificates of land use rights or documents related to land use solutions and compensation, site clearance, text comments the relevant authorities (if any).
    \r\n
    \r\n             - Quantity: 03 sets.
    \r\n
    \r\n             3.3 Within 02 working days from the date of receipt of a valid application, the Department of Planning and Investment send project files (including project proposal, design basis) to the relevant authorities to take consultation with project evaluation, and submit records to consult design evaluation basis of the competent authority.

    \r\n  4. Time appraisal and approval of projects.
    \r\n
    \r\n             4.1 Project Appraisal Group C: 20 days time from the date of receipt of a valid application
    \r\n
    \r\n Among them:
    \r\n
    \r\n             - Deadline for design evaluation basis, and participate in project evaluation: 10 working days
    \r\n
    \r\n             - The time limit for project evaluation by the Department of Planning and Investment: 10 working days
    \r\n
    \r\n             4.2 Project Appraisal Group B: Time 30 days from the date of receipt of valid dossiers
    \r\n
    \r\n Among them:
    \r\n
    \r\n             - Deadline for design evaluation facility and evaluation of project participants: 15 working days
    \r\n
    \r\n             - The time limit for project evaluation by the Department of Planning and Investment: 14 working days
    \r\n
    \r\n             4.3 Project Appraisal Group A: Time 40 days from the date of receipt of a valid application
    \r\n
    \r\n Among them:
    \r\n
    \r\n             - Deadline for design evaluation facility and evaluation of project participants: 20 working days
    \r\n
    \r\n             - The time limit for project evaluation by the Department of Planning and Investment: 20 working days
    \r\n
    \r\n             4.4 Evaluation of socio-economic report: 17 day period from the date of receipt of a valid application
    \r\n
    \r\n Among them:
    \r\n
    \r\n             4.5 - Provincial People's Committee for approval within 05 days
    \r\n
    \r\n   5. Payment profile: At the Office of Planning and Investment (representing investors bring receipts and sign documents)
